Re-appointment of teachers resigning and re-entering the system: communique from the HOD to all principals and chairpersons of SGBs
NAPTOSA has received several queries from principals regarding the above-mentioned GDE communique, in which principals are advised that they may not appoint teachers who have resigned from the profession, unless they have submitted a detailed motivation for the HOD’s consideration and final approval, irrespective of whether this is a temporary or permanent appointment. It would be considered to be unconstitutional if a teacher who has resigned is appointed at the expense of other candidates (excess teachers, Funza Lusaka bursary holders and temporary teachers).
This matter has not been discussed in the Gauteng PELRC, where all provincial appointment policies and procedures are agreed to. NAPTOSA is also not convinced that the provisions of paragraph 2.3 of Chapter B of the Personnel Administrative Measures (PAM) have been applied correctly to this specific situation.
NAPTOSA will request that this matter be placed on the agenda of the PELRC meeting scheduled for the end of February.
